Rationale

The Mindanao State University has become a model for serving students from different cultures and backgrounds by implementing policies that help support productive members of society. Its current policies and guidelines, however, need reassessing and updating to accommodate the ever-changing demands of clients, as well as to provide an environment suitable for all employees.

The diverse cultural backgrounds in Mindanao poses both challenges and opportunities for engagement. Faced with demands from the ASEAN market, graduates from higher education institutions are envisioned to exemplify a broad range of skills, including cross-cultural communication; collaboration, and interpersonal influence; adaptive thinking; emotional intelligence (EQ); and resilience—the ability to thrive even beyond one's comfort zone (Adeyemo, 2019). These skill sets help propel economic, political, and socio-cultural growth in the region and the nation.

Likewise, the mission of èßäAVis the commitment to the total development of man and the search for truth, virtue, and academic excellence within a culturally diverse context. Founded in 1961, it is the only university in the Philippines with a special mandate of integrating the cultural communities, especially the Muslim and indigenous communities, into the mainstream of the national body politic, by providing them with opportunities for quality and relevant public education. This is for the socio-economic development of the Mindanao, Sulu, Basilan, Tawi Tawi and Palawan Region.

Mindanao State University (MSU) has evolved into a university system comprising Mindanao State University Marawi (main campus), MSU-Tawi-Tawi College of Technology and Oceanography, èßäAV, MSU-General Santos, MSU-Maguindanao, MSU-Lanao National College of Arts and Trades, MSU-Sulu, MSU-Buug, MSU-Naawan, èßäAVLanao del Norte Agricultural College, MSU-Maigo School of Arts and Trades and very recently the opening of MSU-Sindangan Campus and MSU-Batarasa, Palawan Campus. After 61 years, the èßäAVSystem has fulfilled its mandate and is becoming a National Peace University pending the passage of a new charter.

Many BOR policies and guidelines concerning academic affairs have been accumulated but there has not been a system-wide meeting of minds in order to rationalize them, so much of the content of the èßäAVCode and Code of Governance may consist largely of items that are classic—and still useful, but many can be regarded as outdated and would need revision. The èßäAVSystem recently conducted the Finance Summit in Cebu from 9 to 13 August 2022, and the consensus was that a complementary Academic Summit is needed.

The ideal time has come for the èßäAVSystem to revisit policies and guidelines regarding academic matters following participatory and bottom-up approaches. Such an Academic Summit is also a chance for constituents to share successes, inspire each other and agree on areas of collaboration. This summit will provide an opportunity for rediscovering our strengths as an institution that aims to be recognized as world-class and a future influencer. Therefore, the first èßäAVSystem Academic Summit will emphasize sharing, collaboration, and unity among all èßäAVcampuses. It will provide a forum for promoting strategic planning to deal with changing conditions and respond to global challenges such as the ongoing health crisis caused by the Covid-19 pandemic. There is a great deal to discuss regarding how education has changed over recent years and how the current learning environment demands new policy options for implementation. Hence, the Academic Summit is an opportunity to unite and influence the future.

Objectives

The general objective of the summit is to review the university's current education-related policies and guidelines. The specific objectives will revolve around the understanding and crafting of quality policies and guidelines concerning: 

1. Learning Outcomes University Educational Philosophy and/or Core Values, Learning Outcomes (program, courses, lesson topics) and assessment methods
2.Undergraduate and Graduate Programs, including General Education Courses (GEC) Design, structure, alignment, application; proposal of new curricular programs and revision of existing programs; General Education Courses (GEC); Course Coding; Filipino courses; offering of Fundamentals of Peace Education; internship or practicum or OJT; numerical or word grade; Latin honors computation; campus flagship programs; stakeholder needs and feedback (employers, alumni engagement, student feedback and satisfaction, mechanisms for partnership); periodic review policies to update relevance to industry and stakeholders
3. Faculty Recruitment and Development Academic staff planning including recruitment, succession, promotion, re-deployment, termination, retirement plans, quality assurance; quality workload; evaluation of competencies; allocation of duties appropriate to qualifications, experience, and aptitude; promotion [ISRP]; rights and privileges, benefits, roles and relationships, and accountability of the academic staff, taking into account professional ethics and their academic freedom; training and developmental needs; performance management including reward and recognition; policy for post-doctoral fellowship; academic integrity and ethics
4. Teaching, Learning, and Assessment Participation of students and stakeholders; learning how to learn; lifelong learning; new teaching/modalities; new ideas, creative thought, innovation, and an entrepreneurial mind-set; teaching loading and deloading, bridging programs for freshmen applicants; constructive methods aligned to achieving the expected learning outcomes and the teaching and learning objectives; explicit policies communicated to students, and applied consistently; assessment standards and procedures for student progression and degree completion [rubrics, marking schemes, timelines, and regulations that are valid, reliable, timely and fair]; policies for continuous reviewed and relevance to the needs of industry and alignment to the expected learning outcomes
5. Student Support Services Up-to-date student intake policy, admission and procedures; modifications of admission qualifications; academic and nonacademic support services for teaching, research, and community service; adequate system for student progress, academic performance, and workload monitoring; feedback to students and corrective actions; co-curricular activities, student competition, and other student support services to improve learning experience and employability; competences of the support staff rendering student and stakeholder services; smooth delivery of the services; evaluation, benchmarking and enhancement of support service
6.Quality Assurance International accreditation, review curriculum, process standards
